Capabilities / Workforce and capability building

Skill becomes capacity
when it is observed.

Attendance is not competence. A useful matrix records the work witnessed, the support required and the readiness to carry responsibility.

Open the assessment matrixProcedural visualisation. Schematic, not a facility.

Assessment / The skill matrix

A completed cell must contain evidence.

Choose the standard supported by observation. The matrix records demonstrated competence, not attendance.

3. Read the disposition: Cohort B, Quality

Keep the cell open

No assessment has been completed. Plan an observation rather than inferring readiness from enrolment or seniority.

Open cell: arrange an observation and retain the coverage gap.

Competence with support

The task has been witnessed, but prompts or intervention remain necessary. A named supervisor retains responsibility for the work.

Supervised cell: continue line practice and record the assistance needed.

Competence on representative work

The work meets the agreed standard without prompts, including quality checks and a response to ordinary variation.

Independent cell: retain the evidence and review competence when the method changes.

Competence that can transfer

Independent work is joined by a clear explanation, a safe demonstration and the ability to correct a learner without taking over.

Coaching cell: consider supervised teaching, subject to a review of supervisory readiness.

Assessments name the task, assessor, date, evidence and disposition. Attendance cannot change the evidence state. No cell describes a real employee.

The capability contract

Teach on the work. Assess what can be repeated.

Supervised practice and witnessed performance establish whether instruction has become capability.

Skill matrices support coverage decisions. They do not rank personal worth; an empty cell is not a failure.

Record · Cohort B · QualityObservation 01 / 04

01 · Witness

Separate exposure from sign-off

Attendance does not show whether someone can set up, complete and check an operation. Sign-off requires direct evidence against a stated standard.

Cells stay open until the work is witnessed.

Record · Cohort B · QualityObservation 02 / 04

02 · Practise

Keep supervision on the line

Supervised line practice uses representative materials, equipment and quality checks. The coach records prompts and withdraws support rather than certifying familiarity.

Supervised cells record the assistance given.

Record · Cohort B · QualityObservation 03 / 04

03 · Evidence

Make every judgement traceable

Retain the task, product condition, assistance, defects, rework and disposition. The trail permits review without irrelevant personal information.

Each filled cell keeps its task, date and assessor.

Record · Cohort B · QualityObservation 04 / 04

04 · Repeat

Test control, not a lucky completion

Assessment should include ordinary variation and a quality decision. Where evidence is incomplete or the method changes, return the cell to supervised practice without penalty.

A fresh observation, or back to supervised practice.

From seed cohort to line ownership

Release responsibility as evidence accumulates.

Each stop of the reed beats the same matrix into its next state. No step represents an actual cohort or promotion.

01 / 05 · Map

Define the operations and the standard

List operations, quality checks and supporting tasks. Define representative work and the assessor’s evidence requirements before selecting learners.

02 / 05 · Seed

Create a cohort that can practise together

Form a small seed cohort around adjacent operations to share supervised practice. Selection should consider aptitude and fair access, not sponsorship or attendance.

03 / 05 · Practise

Make assistance part of the record

Use supervised line practice on representative work, with a supervisor able to pause the task. Record assistance, defects and rework beside the work.

04 / 05 · Assess

Require a fresh observation for sign-off

The assessor compares new work with the standard and links the date, evidence and disposition. Reassessment remains possible after coached practice.

05 / 05 · Promote

Test readiness to carry responsibility

Promotion follows sustained independent work, control of variation and readiness to support others. A new supervisor begins with explicit review, not unchecked control.

Empty operation rows and evidence columns establish the matrix boundary.

Labour context / Fair incentives

Set the rules before setting the reward.

Pay, hours and incentives need transparent context. These references are not evidence of actual remuneration or facility performance.

Quality belongs inside capability

Do not let rework disguise the evidence.

A completed operation is only useful evidence when its quality and the assistance behind it remain visible.

Speed is not capability when the same work has to be done twice.

Why rework stays on the record

First-pass yield keeps quality inside assessment. A supervised run captures defects, rework and assistance, not merely completion. Work repaired elsewhere has not demonstrated control of the operation.

Do not punish every defect. Separate a learning gap from a method, material or machine problem, then record the corrective action. Incentives must never reward hidden defects or rework shifted to another shift.

01 / 05 · Defect visible

Keep quality inside the assessment

First-pass yield stays in the record. A supervised run captures defects, not merely completion.

02 / 05 · Assistance visible

Record the help behind the result

Work that needed prompts or intervention is supervised work. It cannot be signed off as independent.

03 / 05 · Rework visible

Keep rework with the original cell

Work repaired elsewhere has not demonstrated control of the operation. Rework shifted to another shift stays on the record.

04 / 05 · Cause assigned

Separate the learning gap from the method

Do not punish every defect. Decide whether it is a learning, method, material or machine problem, then record the corrective action.

05 / 05 · Loop closed

Return the cell to the matrix as evidence

Defect, assistance, rework and cause now sit on one record. Only then does the cell go back into the matrix, open until a fresh observation says otherwise.

The supervisor routine

Use the matrix at the start, during and close of work.

Supervisors use the same evidence to allocate work, coach, reconcile exceptions and explain incentives.

Choose the routine

Routine 01 · Start

Open the shift with coverage

Review the matrix against planned operations, known absence and supervised work. Never close a gap by assigning unassessed work or making overtime the default capacity source.

ReadsSkill coverageAbsence coverage

Routine 02 · During

Make supervision a floor routine

Short workstation observations connect standard work, defect review and coaching. Record assistance and check first-pass yield, so quality is not traded for a completion count.

ReadsFirst-pass yieldSkill coverage

Routine 03 · Close

Close the shift with exceptions

Review overtime, absence, rework and incomplete assessments. Overtime signals an exception; absence prompts coverage review, never pressure to conceal illness or caring responsibilities. Repeated gaps return to the learning plan.

ReadsOvertime exceptionsAbsence coverageFirst-pass yield

Routine 04 · Standing

Keep incentives fair and inspectable

Reward demonstrated skill, good handovers, team support and reviewed quality. Do not reward hidden defects, skipped breaks or excluding slower learners. Publish the rules and provide a challenge route.

Capacity ramp / Ownership

Ramp capacity without surrendering ownership.

The release decision belongs with the line, supported by evidence that can be challenged.

A capacity ramp follows demonstrated coverage, not a calendar alone. Before releasing harder work, review independent capability on critical operations, supervision’s capacity to absorb variation and first-pass yield. Otherwise hold the ramp, resume supervised practice and remove the method or material obstacle.

Schematic ramp, illustrative: not a plan for a real facility. The dotted return path carries overtime, absence, rework and stalled assessments back to the next release decision.

Drag to move the release gate along the ramp

Capacity gate

Release harder work only when competence coverage, quality and supervisor capacity agree.

Release work when competence coverage, quality and supervisor capacity agree. A blank cell is a constraint, not assumed readiness.

Local ownership

Line leadership owns the matrix, reviews exceptions and explains each decision.

Line leadership owns the matrix, reviews exceptions and explains decisions. External support can test the method without becoming the permanent assessor.

Ramp feedback

Overtime, absence, rework and stalled assessments feed the next release decision.

Overtime, absence, rework and stalled assessments feed the next release decision, keeping the ramp conditional and reversible.

How ownership transfers

Ownership transfers through named routines. Line leadership takes over shift review, assessment scheduling and incentive explanation, while a separate check challenges inconsistent sign-off. The matrix remains a working control, not a training display.
