2020 / Historical report Reported
Underutilisation had a reported cost.
The programme annex attributes an underutilisation cost of about XAF 2 billion in 2020 to CICAM. This historical report describes an incumbent, not GFT operating performance.
A dated record / A conditional future
Follow the dated evidence behind the Cameroon textile programme. Historical reports, preparation, announcements and future targets retain their different meanings.

Choose a record, then read the claim, status and source together. The thread spans the earliest historical reference and the latest retained capacity horizon. Its spacing follows years, not the scale of an outcome.

The horizontal axis is the year. Records within one year sit side by side for legibility, not in proportion to their month. The lanes name the claim type; height says nothing about the size of an outcome.

2020 / Historical report Reported
The programme annex attributes an underutilisation cost of about XAF 2 billion in 2020 to CICAM. This historical report describes an incumbent, not GFT operating performance.
1 January 2020 / Historical report Reported
The annex records termination effective on this date and lists Cameroon as ineligible for calendar year 2025. This entry is historical context, not a statement of current legal eligibility.
2022 / Historical report Reported
The annex reports 330,000 tonnes of seed cotton in Cameroon. Seed cotton contains fibre and seed; this figure does not describe lint available for a spinning mill.
July 2023 / Historical report Reported
The annex cites a July report of CICAM utilisation: Garoua 33.7%, CICAM 1 48.9%, and CICAM 2 10.83%. These are reported utilisation measures, not OEE measurements.
2023 / Historical report Reported
Cameroon seed-cotton output is reported at 314,455 tonnes. The annual series supplies context. It does not demonstrate a trend in fibre quality, ginning yield or domestic mill use.
31 January 2024 / Programme preparation Reported
GFT’s Cameroon textile programme comprises a feasibility study, performance-management system design and digital strategy. This preparation date comes from the source-document imprints. It is not a factory commissioning date.
Source: programme-document preparation imprints and source-refresh notes.
23 February 2024 / Historical report Reported
The annex records a minimum-wage reference of XAF 43,969 a month from this date. This is a dated source-annex reference, not current employment or payroll advice.
2024 / Historical report Reported
The annex reports about 340,000 tonnes of seed cotton. The approximation stays attached to the figure. It cannot be converted into fibre tonnage without an explicit ginning basis.
2025 / Projection Projected
The source refresh retains a projection above 350,000 tonnes of seed cotton. The passage of the projected year does not turn the projection into an observed harvest.
12 November 2025 / Announcement Projected
The annex cites a reported integrated cotton-to-textile project. This third-party announcement is sector context. It establishes no relationship with GFT and no evidence of operating delivery.
2026 / Source refresh Reported
The source documents retain the original programme preparation date and flag later source refreshes. A source refresh updates context; it does not establish that an operating recommendation has been implemented.
Source: programme-document preparation imprints and source-refresh notes.
2030 / Policy target Ambition
The programme annex reports the national target of 50% local processing by 2030 and an announced cotton-textile industrial pole targeted by the same year. These remain targets in this account.
Around 2033 / Projection Projected
The annex reports optimal capacity around 2033 for Camtext SA. The date belongs to that reported third-party projection. It is not a GFT delivery date, a commissioning confirmation or a financial forecast.

Historical report
The annex attributes an underutilisation cost of about XAF 2 billion in 2020 to CICAM, an incumbent, not GFT. Cameroon’s AGOA eligibility was terminated effective 1 January 2020. Historical context, not current legal eligibility.
No record, then a report
2021 holds no record, and the page leaves it empty: the line across it is a reading aid, not activity. In 2022 the annex reports 330,000 tonnes of seed cotton. Seed cotton contains fibre and seed; it does not describe lint available to a mill.
Historical report
A report of CICAM utilisation gives Garoua 33.7%, CICAM 1 48.9% and CICAM 2 10.83%. These are reported utilisation measures, not OEE measurements. The 2023 seed-cotton reference is 314,455 tonnes: context from a different crop year, not a trend.
Preparation and reports
31 January 2024: GFT’s Cameroon textile programme was prepared, according to the source-document imprints; this is not a commissioning date. 23 February 2024: a minimum-wage reference of XAF 43,969 a month. 2024: about 340,000 tonnes of seed cotton; the approximation stays attached.

Material boundaries matter
2024 / Reported, approximate / R01
About 340,000 t
The approximation stays attached to the figure. Seed cotton includes fibre and seed: it is not a fibre balance.
Showing: both material boundaries, 2024 selected
Seed-cotton references describe harvested material before the fibre is separated from the seed. Local-processing shares describe cotton fibre.
Do not multiply a seed-cotton figure by a fibre-processing share without a stated yield, moisture basis and reconciliation. A larger crop does not show that a mill can obtain the grade it needs.
Reported installed capacity, utilisation and effective equipment performance answer different questions. A future optimal-capacity date cannot be combined with a historical utilisation rate to claim output.
Establish a consistent input, process and accepted-output boundary. The linked instruments expose assumptions; their results remain scenarios until operating records support them.

Dotted does not mean the date is wrong. It means the claim is not an observation.
After the last report
An announcement is a publisher’s statement, a projection is an expectation and a target is a destination.
Showing: announcement knots (1)What a publisher reports was proposed or announced. It is not delivery.
Showing: projection knots (2)An expectation under conditions that may change. A passed year does not make it a result.
Showing: policy-target knots (1)An intended destination, drawn with an open marker, never as a completed one.
Showing: source-refresh knots (1)A flag that later references were checked. It is not a result and not an implementation.
2025Projection and announcement
The source refresh retains a seed-cotton projection above 350,000 tonnes; the year passing does not make it a harvest. On 12 November 2025 a publisher reported Camtext SA as an integrated cotton-to-textile project: sector context, with no relationship to GFT and no evidence of delivery.
2026Source refresh
The source documents keep the original preparation date, 31 January 2024, and mark the refresh on its own. A refresh updates context; it does not show that an operating recommendation was implemented.
Source: programme-document preparation imprints and source-refresh notes.
2030Policy target
The annex reports the national target of 50% local processing by 2030 and an announced cotton-textile industrial pole targeted by the same year. A policy target states an intended destination, so its marker stays open. These remain targets in this account.
Around 2033Capacity horizon
The annex reports optimal capacity for Camtext SA. That date belongs to a third-party projection, not to GFT delivery, commissioning or a financial forecast. Between the last report and this horizon no observation sits: the dotted line is a reading aid, cut where evidence is absent.
After the dateStill a projection
It needs a later observation, an attributable source and a reconciled definition. This page does not infer completion from the calendar; it keeps the original claim type until the evidence supports a different sentence.
From date to decision
The sequence turns chronology into an evidence request. Each step changes the thread’s state, but the text remains the authority. It is a schematic method, not a schedule.
Conceptual sequence. Select a step or follow its explanation. It is not a schedule or an estimate of project duration.
Step 1 of 3Read
Ask when the underlying event or measurement occurred. Separate that date from the publication date and the programme’s preparation date. Retain the precision that the source actually supplies.
Step 2 of 3Classify
Identify a historical report, an announcement, a projection or a policy target. Avoid putting them into a single series of completed milestones. The status determines what the date can support.
Step 3 of 3Test
Before a commitment, ask for the evidence that would establish the current position: measured output, an operating record, an accepted permit or a verified contractual condition. A date alone cannot answer that request.
Carry the thread forward
A useful next enquiry names the dated record, explains the decision it affects and asks for the evidence needed to update it.
