Cameroon textile programme / Section 03 · Trade access

The US lane is closed.
Anchor on regional lanes.

Cameroon’s AGOA eligibility was terminated effective 1 January 2020 and it remained ineligible for 2025. GFT therefore excludes the United States from the base case and builds on the open domestic and regional lanes.

01 / The finding that reshapes the plan

Building a Cameroon garment factory on US duty-free assumptions means building on ground that is not there.

02 / The AGOA eligibility record

Programme reauthorisation in Washington does not restore country-level eligibility.

Many African apparel plans assume duty-free US access under AGOA. A recurring error is confusing legislative renewal of the Act with the reinstatement of a suspended beneficiary country.

01 / 04 · 1 Jan 2020

Cameroon’s AGOA beneficiary status terminated.

The United States terminated Cameroon’s eligibility for duty-free treatment under the African Growth and Opportunity Act effective 1 January 2020 over human-rights concerns.

The thread to the US lane is cut at its first year.

02 / 04 · 2020 to 2024

Sustained ineligibility across the feasibility study window.

Throughout the September to December 2023 fieldwork window and the 31 January 2024 preparation date, Cameroon remained outside the AGOA beneficiary roster.

The gap widens across every year of the study window.

03 / 04 · Calendar 2025

Listed ineligible for calendar year 2025.

Annual statutory reviews continued to list Cameroon as ineligible for calendar year 2025, so duty-free apparel entry into the US market remains unavailable.

Reauthorising the programme does not restore the country.

04 / 04 · Planning rule

Zero base-case revenue assigned to United States exports.

GFT’s financial and operating models assign zero base-case volume to US buyers. If bilateral eligibility is ever restored, the venture can evaluate export orders as incremental upside.

The thread is re-routed to the open domestic and CEMAC lanes.

03 / What the exclusion buys

Why excluding AGOA strengthens the factory design.

Backed by SND30 industrial policy and shared XAF stability.

Excluding the United States from day one , the venture runs on domestic SODECOTON cotton , an own brand for Cameroonian and regional buyers and the push from 5 percent toward 50 percent local processing by 2030 . Settlement at 655.957 XAF per euro removes euro exchange-rate risk.

04 / Monetary boundary and landed cost

The CFA franc peg at 655.957 per euro anchors regional settlement and equipment budgeting.

Trade access is governed not only by tariff schedules but also by currency convertibility and exchange-rate exposure across imported machinery, trims and regional sales.

Why local cotton sourcing insulates working capital.

Plants that import dollar-priced yarn while selling in local currency lose margin whenever the dollar strengthens. SODECOTON cotton is priced inside the XAF zone and the venture sells mainly into domestic and CEMAC markets, so its main raw-material cost and its main revenue share one monetary base.

05 / The AfCFTA textile threshold

Textiles and clothing sit inside the unresolved 7.7 percent of AfCFTA tariff lines.

The African Continental Free Trade Area connects a US$37.3 billion textile market , but apparel tariff dismantling awaits final rules of origin and sensitive-product schedules.

Textiles and clothing sit in the unresolved slab, so continental preference is watched, not counted.

01 · Baseline. Current state: 92.3% of tariff lines are agreed. Textiles and clothing remain unresolved.

The slab is framed: SODECOTON lint origin is the first rule the plant can already meet.

02 · Local fibre origin. Sourcing domestic SODECOTON lint prepares the venture for strict yarn-forward origin rules.

Certificate of origin issued from batch data, so the proof exists before the schedule does.

03 · Digital certificate. Lot-level bale-to-garment tracking generates the digital certificate of origin from the first shift.

If textile schedules resolve, the slab opens onto the continental market.

04 · Continental scale. The venture could then address an African textile market of about US$37.3 billion in 2025, projected at US$49.41 billion by 2030. The bars are an illustrative end state, not a forecast.

06 / Compliance and provenance engineering

Origin proof is built into the factory data spine before the first export container is booked.

  1. Step 1 · Fibre lot

The origin proof starts at the ginning lot.

Whether a future trade regime requires single transformation (fabric to garment) or double or triple transformation (cotton to yarn to fabric to garment), the proof starts at the lot. Linking SODECOTON ginning lots in the production database provides instant audit proof.
    SODECOTON ginning lot
  2. Step 2 · Yarn batch

Substantial transformation is documented by batch.

Linking upstream Camtext SA yarn to the lot in the production database extends that audit proof across the second transformation.
Camtext SA upstream yarn linked to the lot
  3. Step 3 · Garment

Each garment batch carries a water, dye and energy ledger.

GFT’s Performance-Management System and Digital Strategy record utility consumption per production batch, preparing the plant for European and institutional sustainability compliance.
    Per-batch utility ledger
  4. Step 4 · Inspection

    Computer-vision inspection protects export reputation.

While manual inspection catches 60 to 70 percent of defects, computer-vision systems exceed 90 percent accuracy across more than 40 defect types at up to 60 metres a minute, preventing defective shipments from eroding regional buyer trust.
    Manual 60 to 70% · vision above 90%
  5. Step 5 · Container seal

The origin record is sealed to the booking.

The lot, yarn, ledger and inspection records are bound to one export booking, so a buyer or customs officer can read a single file for the shipment. This is the design intent of the data spine, not an operating result.

07 / Verdict on trade access

US lane closed. Domestic and CEMAC lanes active. AfCFTA pending.

Anchor on domestic and regional access, and treat US restoration and AfCFTA completion as structured upside. The next feasibility pillar examines the competitive field on the ground.

US: closed. Excluded from the base case.

Cameroon’s AGOA eligibility was terminated effective 1 January 2020 and it was listed ineligible for calendar year 2025. Any restoration is a labelled upside scenario, never a plan input.

Domestic: primary. The market anchor.

It needs no trade-preference negotiation, meets no cross-border tariff and matches the national local-processing push.

CEMAC: secondary. The first cross-border corridor.

Regional Central African neighbours share the XAF/EUR peg and a customs-union architecture, so this is the natural first expansion corridor.

AfCFTA: monitored. Watched, not counted.

Textiles and clothing remain among the unresolved categories, so continental preference is monitored for schedule completion rather than counted in the plan.
