Cameroon textile programme / Roadmap

Advance.
On evidence.

Feasibility, performance management and digital capability share a four-phase spine. Conditions open the next gate; the calendar alone does not.

Set up → launch → scale → optimise / proposed
Inspect the phase gatesProcedural visualisation. Schematic, not a facility.

Begin with a decision

A phase describes readiness, not a completion claim.

The programme proposes set up, launch, scale and optimise as one sequence, not as a report that site selection, recruitment, installation or production has occurred. Select a phase to inspect the condition that would make its next commitment defensible.

Inspect a phase gate

Phase 1 of 4 / Set up

Settle the operating boundary.

Gate: location and material supply

  • Corridor and northern options compared
  • Material-conversion route agreed
  • Supply terms established

Phase 2 of 4 / Launch

Make the first line legible.

Gate: trained supervisors and a manual control spine

  • Supervisor cohort trained
  • Manual logs reconciled
  • Management cadence rehearsed

Phase 3 of 4 / Scale

Repeat what the first line proved.

Gate: quality record and commercial pipeline

  • Quality and service record accepted
  • Buyer or distributor evidence
  • Ramp reconciled with people and cash

Phase 4 of 4 / Optimise

Integrate capabilities that earned their place.

Gate: useful operating history and skills

  • Operating history reviewed
  • Stable definitions and owners
  • Manual fallback preserved

Gate open for inspection. Reader selection, not an approval.

Four proposed phases on one warp thread. The selected phase has its gate swung open, its three evidence rungs lit and the signal bead held at it.

Compare the corridor and northern options, agree the material-conversion route and establish supply terms. Define permits, equipment, roles and the first event records. A selected site or intended supplier is not represented as secured until its own acceptance evidence exists.

Train the supervisor cohort, stand up the manual logs and rehearse the management cadence. Test a bounded vision use case against accepted quality evidence. The manual routine must remain usable when a camera, model or network is unavailable.

Expand after the quality and service record supports it. Reconcile additional supervision, maintenance, stock and cash with the proposed ramp. Add forecasting only when its data and comparison baseline are adequate for the decision it is expected to improve.

Connect the operations layer to stable event definitions and accountable owners. Pilot emerging design tools with a bounded question and an acceptance test. Integration should preserve the history and manual fallback that made the earlier phases manageable.

Proposed four-phase programme, not a dated construction schedule or progress report. The open gate marks reader selection only.

Follow the handover

Make the evidence travel with the programme.

The same transition should mean the same thing in the commercial case, the factory routine and the data architecture. The four handovers below show what changes, rather than simply advancing a marker along a timeline.

Handover 1 of 4 / Boundary

Handover 1 of 4 / Boundary

From concept to an executable specification.

Fix the material form, customer requirement and process boundary. Say what happens inside the factory and what depends on a partner. Data definitions should describe that boundary, so a later dashboard cannot measure a different operation.

  • Material form and customer requirement
  • Process boundary: inside versus partner
  • Data definitions that match the boundary

Handover 2 of 4 / Control

From a running line to a managed line.

A line producing garments is only part of launch. Supervisors need complete logs, understandable measures and a reliable escalation route. Rehearse the daily response before treating the line as repeatable capacity.

  • Complete logs
  • Understandable measures
  • A reliable escalation route

Handover 3 of 4 / Repeat

From an isolated result to a repeatable system.

Check that quality and service hold across products, teams and conditions. Include maintenance and training cover in the replication plan: a favourable demonstration cannot carry a wider ramp if its support cannot be repeated.

  • Quality across products and teams
  • Service across operating conditions
  • Maintenance and training cover

Handover 4 of 4 / Improve

From recorded history to a useful model.

Compare a forecast or optimisation against a simple baseline, using the decision’s own error and cost measures. Keep definitions and revision history. Introduce a model only when its output can be reviewed, acted upon and withdrawn.

  • Comparison against a simple baseline
  • Definitions and revision history
  • Output that can be reviewed and withdrawn

Keep the source with the condition

Keep programme targets separate from demonstrated value.

Move the evidence along the chain

Forecast at the gate

Accepted operating record

This operation: no share claimed

Conditional: names what would resolve it

Read one rod

50%Local cotton processing target by 2030, restated in SND30

5%Processed locally, national, as of the annex

Illustrative heights, not values. Neither rod carries a figure.

Target declared. Value demonstrated: none claimed.

Forecast and record side by side. Differences explained before credit is given.

Next step follows the evidence, or the result stays conditional.

Forecast at commitment: the forecast that justified the commitment, kept as it was written.Divider between the two rods: the gap is explained before credit is given.Accepted record: product mix, available time and quality reconciled before any benefit is assigned.

Source record R07 · Ecofin Agency

Source record R06 · Cameroon Trade Hub

Step 1 of 3 / Declared condition

The national local-processing ambition is context, not a commissioning deadline for this venture. The annex records a target of 50 percent local cotton processing by 2030. It is a policy target attributed in the programme evidence. It does not show installed capacity, or a share for this operation.

Programme annex, prepared 31 January 2024, with later source refreshes flagged in the annex. No independent verification is claimed here.

45 percentage points between the 2030 target (50 percent, R07) and the annex figure (5 percent, R06).

GFT arithmetic: 50 minus 5. A national context, not a share for this operation.

Step 2 of 3 / Accepted evidence

At each gate, keep the forecast that justified the commitment. Compare it with the accepted operating record once product mix, available time and quality are reconciled.

Step 3 of 3 / Authorised next step

Assign a benefit to digital capability or management practice only where the record supports it. Otherwise keep the result conditional and name what further observation would resolve it. This sequence is not investment, legal or tax advice.

The load-bearing condition

A calendar cannot certify a factory.

From the Optimise gate / vision and forecasting

A vision application can be tested before a long sales history exists. Forecasting needs a useful demand record. Neither is automatically accurate or worthwhile: each needs a local baseline and an operating acceptance test.

From month 18 / the eighteen-month design

The performance-management design includes an estimated eighteen-month progression: establish capture, run the management cadence, drive improvement, connect the digital layer. It is a design sequence, not a dated delivery promise. Staffing, equipment, product mix, demand and record quality set the pace.

Illustrative ruler: the eighteen-month design sequence is an estimate. Gate positions are set by evidence, not by the tick.

Ownership makes the design executable

Record the condition before authorising the commitment.

These gate records turn a broad sequence into a review method. Each identifies a decision, evidence and fallback. The responsible role is part of the proposed governance, not a named appointment or an assertion of approval.

Select a gate to open its record

Gate 1 of 4 / Set up

DeclaredEvidencedAuthorised

Set up ends with a coherent operating choice.

Bring site, utilities, inbound material and outbound service into one comparison. Confirm what supply terms actually cover and which interfaces remain unresolved. Preserve the discarded options and reasons, because a later change in material conversion or distribution may require the decision to be reopened.

Evidence
A dated site comparison, material specification, supply record and unresolved-conditions list.
Role
Proposed role: programme sponsor.
Fallback
Retain alternatives until the boundary is settled.

Gate 2 of 4 / Launch

DeclaredEvidencedAuthorised

Launch begins with people and a manual control spine.

Assess supervisors, test the line and quality logs, and practise correction and escalation. Confirm that stock, production and defects can be reconciled. The line must remain understandable during power or connectivity interruptions. A dashboard display alone does not demonstrate a functioning performance-management system.

Evidence
Observed competency, reconciled sample records and an exercised fallback.
Role
Proposed role: plant manager.
Fallback
A bounded supported line while the gap is corrected.

Gate 3 of 4 / Scale

DeclaredEvidencedAuthorised

Scale depends on quality and a commercial route.

Review the quality record against actual customer requirements and the proposed distributor pipeline. Test the capacity increase with its people, equipment, inventory and cash needs. The existence of regional markets does not establish demand or a usable customs route for a particular garment.

Evidence
Accepted quality records, buyer or distributor evidence and a reconciled ramp scenario.
Role
Proposed roles: operations and commercial leads.
Fallback
Maintain the proven capacity boundary.

Gate 4 of 4 / Optimise

DeclaredEvidencedAuthorised

Optimise depends on a useful operating history.

Check completeness, product identity, time boundaries and corrections before training or integrating a model. Compare results against the manual or simple statistical baseline. Keep ownership, deployment records and rollback available so a model can be withdrawn without losing the factory’s ability to plan and respond.

Evidence
A reviewed data-quality report, baseline comparison and reversible pilot record.
Role
Proposed role: operations sponsor with the data owner.
Fallback
Continue the accepted manual or simpler method.
Gate status, reader exercise

Reader exercise. Nothing on this page records an approval.

Inspect the condition, then decide

Prepare the next decision without pretending it is approved.

Keep the programme on one spine.

A roadmap is strongest when the reader can test what sits behind a gate. Compare the ramp assumptions, assess management maturity and trace a measure from strategy to its line owner.

Use the docket to rehearse a readiness review. The checks stay on this page: they record no approval and change no programme status.
