Cameroon textile programme / Section 04 · Competitive field

Four forces pull on the venture.
None closes the door.

A weakened incumbent, an import tide that sets the shelf price, the US$300 million Camtext SA build and the announced SODECOTON-CICAM pole. Position correctly and the upstream builds become partners.

01 · CICAM: share ≈85% to ≈5%, utilisation 10.83% to 48.9%. Vector: enter the space the incumbent left, and instrument utilisation from the first shift.02 · Imports and contraband set the shelf price floor. Vector: do not race to the lowest unit price; deflect with traceable local cotton, fresh design and verified quality.03 · Camtext SA: US$300m, 12,000 t/yr. Vector: partner upstream for yarn and fabric; do not duplicate heavy spinning and weaving capex.04 · The SODECOTON-CICAM pole is targeted for 2030. Vector: align as a raw-material and institutional offtake neighbour inside the national policy tailwind.

01 / The competitive balance

A modern entrant faces an underutilised incumbent and an anonymous import tide.

Read each actor's structural state before choosing a position: do not under-price contraband, and do not rebuild a US$300 million spinning-and-weaving complex from scratch.

Select a competitive force

Force 01 · Incumbent

CICAM

Market share fell from roughly 85 percent three decades ago to about 5 percent , with plant utilisation between 10.83 percent and 48.9 percent in July 2023 . That leaves the domestic market space wide open.

Vector: enter the space the incumbent left, and instrument utilisation from the first shift.

Force 02 · Retail shelf

Imports and contraband

Low-priced imported and contraband textiles flood domestic shelves and set the reference price floor . The venture competes on traceable local cotton, fresh design and verified quality rather than lowest unit price.

Vector: do not race to the lowest unit price; deflect with traceable local cotton, fresh design and verified quality.

Force 03 · Integrated project

Camtext SA

A US$300 million (180 billion XAF) integrated project processing 12,000 tonnes a year, with optimal capacity around 2033 . Positioned upstream as a yarn and fabric supplier, not a direct rival.

Vector: partner upstream for yarn and fabric; do not duplicate heavy spinning and weaving capex.

Force 04 · Industrial pole

SODECOTON-CICAM merger

An announced merger to create a national cotton-textile industrial pole targeted by 2030 . It serves as a raw-material and institutional offtake neighbour for a focused garment maker.

Vector: align as a raw-material and institutional offtake neighbour inside the national policy tailwind.

02 / Diagnosing the incumbent

CICAM's plants ran at 10.83 to 48.9 percent of capacity in July 2023: utilisation is the decisive variable.

Cotonnière Industrielle du Cameroun (CICAM) shows what happens when obsolete equipment, raw-material bottlenecks and unmeasured downtime accumulate across an integrated mill.

Lit length: reported utilisation. Dashed slack: capacity left idle.Idle headroom is 100 percent minus reported utilisation (GFT arithmetic from R12).

Why GFT pairs the feasibility study with a Performance-Management System.

CICAM fell from roughly 85 percent market share three decades ago to about 5 percent . Ageing equipment, working-capital and raw-material shortages and chronic underutilisation caused it, not a lack of cotton or of consumers . A greenfield entrant avoids that legacy balance sheet if it instruments availability, performance and quality from the first shift.

03 / Competing against the import tide

Imports set the shelf price floor; the venture competes on traceable local value.

Out-cheaping unbranded contraband or mass-dumped second-hand imports is a race to the bottom. The venture wins where anonymous imports cannot compete.

Reed at the import zone · Rule: do not race to the lowest unit price

Imported and contraband textiles dominate low-end retail volume and erode legacy producers . They cannot offer verified Cameroonian cotton provenance, consistent institutional sizing, rapid re-orders or sustainability documentation.

Reed at the venture zone · Rule: compete on provenance, fit and speed

Cut, make, trim and finishing under an own brand sourced from SODECOTON cotton , with above 90 percent computer-vision defect inspection , for occasion buyers and institutional uniform clients who value authentic local origin.

04 / Upstream industrial build-out

Camtext SA and the SODECOTON-CICAM pole are upstream partners, not head-to-head rivals.

  1. A focused garment maker converting yarn or fabric into 3.0 million finished garments a year (an illustrative nameplate) benefits directly when large integrated projects expand domestic spinning, weaving and wet-processing capacity.
  2. 01 · Camtext SA scope

US$300 million (180 billion XAF) of integrated cotton-to-textile investment.

Announced on 12 November 2025 by Panafritex and Arise alongside SODECOTON, CNPS and Marlo , Camtext SA is structured to process 12,000 tonnes of cotton fibre a year .
  3. 02 · Hub footprint

12,000 jobs at Dibamba and 3,000 jobs at Garoua.

Camtext SA splits its footprint between the northern cotton basin at Garoua and the southern Douala-Dibamba corridor, with a return on investment near 11 years and optimal capacity around 2033 .
  4. 03 · 2030 merger pole

SODECOTON and CICAM are announced to merge into a national textile pole.

Aligned with the SND30 target of 50 percent local cotton processing by 2030 , the state-backed merger aims to consolidate an industrial cotton-textile pole by 2030 .
  5. 04 · Venture interface

Partner upstream for yarn and fabric; focus capital on CMT, brand and data.

Rather than duplicating heavy spinning and weaving capex with an 11-year payback, the venture keeps Phase 1 on cut-make-trim, finishing and own-brand distribution, and treats Camtext SA and the public pole as upstream suppliers.

05 / Labour and quality economics against competitors

A low minimum wage becomes a competitive unit cost only with supervisor training and vision inspection.

Fabric-defect-detection market: US$523.4m (2024) to US$6,522.1m (2033)

01 Wage floor

  1. 01 · Wage floor

The statutory floor is a little over a third of Cambodia's garment minimum.

    Cameroon's SMIG rose 5 percent to XAF 43,969 a month from 23 February 2024, from XAF 41,875, about US$76 . Cambodia's 2024 garment minimum is US$204 ; the cross-sector average is about US$359 .
  2. 02 · Supervisor gap

Supervision and inspection decide the margin.

Near 90 percent of employment is informal . Operators at the minimum wage without line supervision recreate the utilisation trap of CICAM ; a structured supervisor cohort bridges that gap on standard 40-hour shifts.
  3. 03 · Incumbent trap

A low wage spread over idle hours is not a low unit cost.

CICAM 2 ran at 10.83 percent of capacity in July 2023, against 48.9 percent at its best plant . The incumbent's lanes return here as the trap the venture is built to avoid.
  4. 04 · OEE discipline

Availability times performance times quality, every shift.

Shift-level tracking of availability, performance and quality raises line utilisation toward target. The dials are illustrative: the target is the full nameplate, the measurement is the discipline.

  5. 05 · Vision gate

Computer vision closes the quality gap manual inspection leaves.

Manual inspection reaches 60 to 70 percent accuracy; computer vision exceeds 90 percent across more than 40 defect types, at up to 60 metres a minute . That market grows from US$523.4 million in 2024 toward US$6,522.1 million by 2033 .

06 / Verdict on the competitive field

Do not out-cheap the import tide or duplicate the public mill. Weave the brand and the measurement layer between them.

  1. Rule 01 · Against incumbent decay

Instrument OEE from the first shift.

Never let unmeasured downtime or raw-material stock-outs drag line utilisation into the 10.83 to 48.9% range observed at CICAM .
  2. Rule 02 · Against cheap imports

Compete on provenance, fit and speed.

Anchor the brand on traceable SODECOTON cotton , above 90% vision-inspected quality and rapid domestic replenishment that contraband cannot match.
  3. Rule 03 · Alongside Camtext SA

Stay asset-light upstream; partner for yarn and cloth.

Treat the US$300m build-out as an upstream fabric supplier; private capital goes to CMT, finishing and brand. Read the approach
  4. Rule 04 · Alongside the 2030 pole

Align as the offtake neighbour of the national pole.

Treat the announced SODECOTON-CICAM pole as a raw-material partner inside the SND30 target of 50 percent local processing .
