Active signal

Material boundary → industrial questionMeasure → owner → actionApplication + data foundation → bounded testScenario → sensitivity → qualified decision

  1. Step 1 of 4 / Frame the industrial question

    Start with the local-processing gap.

Read the material boundary before the investment proposition. Fibre, seed cotton, yarn, fabric and finished garments describe different quantities. A processing ambition becomes useful when the required customers, capabilities and operating conditions are explicit.

    Threads joined: WP01

  2. Step 2 of 4 / Design the operating routine

Connect output to an accountable measure.

Move from feasibility to performance management. A measure needs a stable definition, an owner, a collection method and a review routine. A research argument should explain which decision changes when the result moves.

    Threads joined: WP01 → WP02

  3. Step 3 of 4 / Choose the digital intervention

Ask what the data can support.

Inspection, forecasting and optimisation have different data needs. Read the relevant systems paper alongside the application paper. A promising model remains conditional on local evidence, maintainability and the ability to recover when the normal connection fails.

    Threads joined: WP01 → WP02 → WP03 → WP14

  4. Step 4 of 4 / Return to the decision

Keep the assumptions beside the conclusion.

Use the tools to inspect sensitivity, then return to the paper for context and limits. A calculated scenario does not turn an illustrative input into a measured fact. Keep the source, version and conditions with any result used in a decision.

    Threads joined: WP01 → WP02 → WP03 → WP14 → Qualified decision

Conceptual decision path. Not a measured process.

Keep the ambition qualified

A target is a question for engineering.

50%

50% processed locally · 10 of 20 threads

50
National local-processing target by 2030, recorded in the programme annex.
The programme annex records approximately 95 percent of Cameroon’s cotton fibre exported raw and approximately 5 percent processed locally. These are qualified context figures. They do not specify saleable garment output, a project’s returns or an installed factory’s performance.
The research programme asks what must be true for more of that fibre to become a competitive, traceable and resource-conscious product. Demand, skills, utilities, working capital and process control belong in that answer together.
The national target is 50 percent local processing by 2030 (SND30). A policy ambition does not prove a commercial case. Read the conditions, compare alternatives and retain a record of assumptions that could change the decision.

The sage threads show the share processed locally, the grey threads the share that leaves raw. The two marks are the annex figures (R06, R07). Every other position is illustrative arithmetic on a scale, not a forecast.

Condition 01 / 03Draft and web edition

A readable argument can still change.

Research outlines state the intended thesis and scope. A draft web edition provides material for review. Neither status implies acceptance by a client, independent technical approval or publication of a completed PDF. Use the stated version when recording a conclusion.

Condition 02 / 03Sources and calculations

Keep provenance attached.

Public context comes from the fact base and each paper’s sources. Derived results need their input values and method. Illustrative examples explain a mechanism; they are not operating evidence. The source register explains where the programme annex stops short of article verification.

Condition 03 / 03Application and limits

A method needs a local test.

A published benchmark cannot establish GFT field performance. Before applying a research conclusion, check the product, time window, operating conditions and acceptance criterion.
