Read the full method note
The programme identifies trade policy, power reliability, raw-material continuity, currency exposure, supervisor scarcity and import competition as material risks. The field plots these categories on illustrative likelihood and impact axes. Their positions are not measured probabilities, a quantified loss model or a risk assessment approved by an operating business. Select a view to compare gross exposure with a designed residual position.
The mitigation arrows show the direction a successful control is intended to move a risk. They do not demonstrate that it has moved. Power resilience requires a tested supply arrangement; a training pipeline requires observed capability; a buffer requires usable stock and funding. Treat a proposed residual rating as conditional until the acceptance evidence is recorded and reviewed by the responsible decision-maker.
Illustrative ordinal heat field and mitigation vectors. No probability, financial loss, present eligibility or demonstrated residual risk is encoded.
01Ordinal positions. Illustrative cells, not measured probabilities, a loss model or an approved assessment.
02Arrows show intent. Where a working control should move a risk, not proof that it moved.
03Power needs a test. A tested supply arrangement, as training needs observed capability and a buffer needs usable stock.
04Residual is conditional. Until the acceptance evidence is recorded and reviewed by the decision-maker.
A changing trade preference is not an available sales route. Eligibility and origin must be shown product by product.
Control that makes the arrow true
A dated route review and buyer acceptance evidence, not an announced preference.

Eligibility, demand, realised price or delivery conditions change.
An interruption stops running time and spoils work in progress. Restart time matters as much as the outage.
Control that makes the arrow true
A witnessed interruption and recovery under operating load, with a critical-load schedule.
Owner
Operations lead (proposed role)
Reopen if
Recovery exceeds the agreed operating limit.
Raw-material continuity decides landed cost and traceability. A late or off-specification lot stops a line.
Control that makes the arrow true

Price, timing or material quality changes.
The CFA franc reference peg does not remove exposure on imported inputs priced in another currency.
Control that makes the arrow true

Supervisor scarcity undermines quality and utilisation. More operators do not repair a thin support layer.
Control that makes the arrow true

Reopen if
Persistent rework, unsupported shifts or a failed handover.
Import and price competition set the sales boundary. An ethical product does not command an unspecified premium.

01 / Describe
Write the failure mechanism.
State what can fail, why it could fail and which operating or commercial assumption it would invalidate. Distinguish an uncertain event from an already unsatisfied condition.
Inspect the detail
An unavailable market route belongs in the base-case boundary rather than in an optimistic probability.
02 / Own
Give the response an accountable role.
Identify the person who can make the required decision and the people who perform the control. A department name is insufficient when the action crosses purchasing, production and finance.
Inspect the detail
Record a due point relative to the next commitment.
03 / Test
Specify acceptance before claiming progress.
Agree the test, its operating conditions and the record that will show the result. A generator purchase is different from an outage rehearsal.
Inspect the detail
A training course is different from supervised production. A signed supply agreement is different from an accepted delivery.
04 / Review
Retain the residual and the failure.
Update the assessment after the evidence is reviewed. Record what remains exposed, how it will be monitored and which trigger reopens the decision.
Inspect the detail
A failed control test should change the plan; it should not disappear inside a favourable average.

Why this can rewrite the business case
Supervisor scarcity has a similar structural effect inside the factory. If the support layer cannot sustain good output, the assumed utilisation and first-pass yield lose their basis. Hiring more operators does not automatically repair that constraint. The response belongs in the workforce plan, training budget and capacity gate, with the risk register retaining the evidence needed to judge whether the response was sufficient.

Inspect acceptance evidence
Dated route review and buyer acceptance evidence with a tested service proposition. Proposed owner: commercial lead. Reopen when eligibility, demand, realised price or delivery conditions change.
Why this can rewrite the business case
A market-access assumption can invalidate a revenue case before a garment is made. The public page therefore does not present a changing trade preference as an available sales route. Use product-specific, dated eligibility and origin evidence before relying on any concession. The domestic and regional commercial case must also be supported by buyer evidence, rather than by the existence of a policy framework.

The load-bearing condition
Some risks rewrite the business case.
A condition is not a confidence score.
Two conditions can void the base case before any control is tested. Point at a node to read why.
Dated, product-specific eligibility and origin evidence comes before any revenue case. A policy framework is not a purchase order.
What it voids
The revenue case. A market-access assumption can invalidate it before a garment is made.
The control that answers it
A dated route review and buyer acceptance evidence, not an announced preference. The response belongs in the commercial plan, with buyer evidence rather than a policy framework.
If the supervisor layer cannot sustain output, assumed utilisation and first-pass yield lose their basis. More operators do not repair it.
What it voids
Assumed utilisation and first-pass yield. Without a working support layer they lose their basis.
The control that answers it
Competency assessments and a supported line trial before capacity expands. The response belongs in the workforce plan, training budget and capacity gate.

05Accepted8/25 residual
The register should distinguish planned, funded, implemented, tested and accepted controls. These states have different meanings. A control can be implemented and still fail its test; an accepted test can still leave a material residual.
Why the version matters
Preserve the assessment version, the test conditions and the reviewer’s decision so the next review can explain why a rating changed.
01
01 / Planned · Held at gross
Described and owned.
The mechanism, the owner and the test are written down. The rating does not move.
02
02 / Funded · Held at gross
Money and people committed.
Spending is approved. Spending is activity, so the rating still does not move.
03
03 / Implemented · Held at gross
The control exists.
It is installed or staffed. It can still fail its test, so the rating still does not move.
04
04 / Tested · May move on the record
A representative test is recorded.
The result and its conditions are kept. A pass allows the rating to move, a fail reopens the plan.
05
05 / Accepted · Conditional residual
A named reviewer accepts the result.
The residual is conditional on that evidence. A material residual can remain.
