ICMA's opened bond principles emphasise material, consistently measurable and externally verifiable KPIs. GFT translates that architecture into a proposed challenge: attempt to improve each candidate indicator without improving the underlying outcome. If a plausible operational change produces that result, the indicator needs a companion measure, a boundary rule or replacement.[S16]
For energy, GFT proposes retaining both total consumption within the declared boundary and an intensity denominator appropriate to the process. Mass of accepted output may be useful for some operations, while standardised production effort may explain others. Neither denominator should be selected merely because it gives the most favourable trend. The technical team should show how garment weight, processing stages, quality rejection and utilisation affect the ratio. Comparisons between different product families should disclose the method for weighting them and retain the unadjusted totals.
An illustrative arithmetic test assumes electricity use falls from 100,000 kWh to 90,000 kWh while accepted output falls from 50,000 kg to 30,000 kg. Intensity rises from 2 to 3 kWh per kg, an illustrative deterioration of 50 percent despite the lower total use. In the reverse illustrative case, intensity falls from 2 to 1.8 kWh per kg while output doubles to 100,000 kg, so consumption rises to 180,000 kWh. The example demonstrates why the contract must identify the outcome it intends to reward; neither an absolute figure nor an intensity alone answers every question.
For water, GFT would require process boundaries that follow the relevant wet operations. Moving dyeing or washing to an external processor should trigger review of comparability rather than an automatic claim of resource improvement. The operating file should identify purchased services, the output they support and any unavailable supplier measurements. Where a material outsourced impact remains unmeasured, the limitation should be reported. A site meter can establish site consumption, but it cannot establish the water performance of a service outside its measurement boundary.
For emissions, the GHG Protocol Corporate Standard addresses corporate inventories and distinguishes that task from offset-credit quantification and the conduct of verification. GFT therefore proposes naming the inventory boundary, factor vintage and treatment of purchased energy before a financing target uses a carbon figure. Product footprints and avoided emissions should remain separate claims, with their own methods.[S25]
A labour-related indicator needs a different challenge. IFC's Performance Standards include labour and working conditions within the environmental and social framework. GFT would retain compliance and remediation obligations independently of any pricing incentive. A proposed safety or grievance measure should test reporting behaviour as well as the headline result. A decline in recorded complaints should prompt checks on access and confidence in the channel before management interprets it as improvement.[S22]
The illustrative screening register in Exhibit 44 summarises proposed controls. It is a method template, not a finding about a factory or a universal list of suitable loan KPIs. Each candidate still needs a materiality decision, an accountable owner and a documented link to the borrower's strategy.
GFT proposes a separate test for quality-related distortion. Rejected output should not increase the denominator simply because it passed through a machine. Equally, excluding all rework consumption while counting the eventual accepted garment would omit part of the production burden. The method should show how repeated processing, downgraded goods and scrap enter both numerator and denominator. Where goods are returned after the observation cut-off, the agreed correction rule should determine whether the result is reopened or adjusted later. Management should not decide this only after learning which treatment secures the reward.
GFT would retain a reasoned rejection file for discarded KPIs. This should record why an apparently attractive measure was too narrow, too dependent on an external assumption or too difficult to verify. The rejected alternatives help a later reviewer understand the selection. They also make it harder to substitute an easier indicator after operating results become available.
